For more than three generations, Chester’s company has been
providing employment for local families throughout North
Carolina. After a long application process, he was finally
looking forward to opening a new wood chip mill. The written
approvals he got from the government was all he needed to
build this facility on his property. So he thought! He never
imagined that the same government that issued his permits
would illegally revoke them without an explanation or without
having to answer to anyone. Not even a Judge! He never
imagined this reversal would cost him more than a million

I just never saw it coming. I already invested well over a
million dollars to build on to our small lumber company. It
was a lengthy application process and we did everything the
government told us to do in every instance. Then the
Department of Water Quality director Preston Howard gave us
the go ahead. Relying on his approval letter and his word, we
began to construct a wood chip mill. Then, out of the blue, we
get this crazy letter to stop our project immediately. This
from the same Department of Water Quality director who gave us
the approvals in the first place. No explanation, no warning!
Judge Reilly said the government broke the law and ordered
that all our permits be restored. But after 13 months of
fighting it’s too late! We’ve lost our investment and our
customers. Now we can’t recover what the government stole from
us. This will put us out of business and we will go under.
What do I tell all the local families who depend on us for
their income? What do I tell my own wife and kids? Now the DWQ
is demanding additional permits. It’s time to let the public
